In 2013, an unusual thing happened on the floor of the House of Representatives. A bill supported by the leadership of the Republican majority failed to secure the 218 votes needed to pass. The bill in question was the Federal Agriculture Reform and Risk Management Act, otherwise known as the Farm Bill. The sprawling, 1,200 page bill covered a raft of programs and policies including farm subsidies, means-tested nutrition programs for the poor, land conservation programs, and much more. …
